dll error installing desktop publisher

I purchased Desktop Publisher 2013 online for windows 8. When I try to open it I get this message: the program cant start because ktmw32.dll is missing from your computer. Try reinstalling the program to fix this problem.

Is there a free site to download the required dll?

 

You should never download missing DLL files; you should use operating system methods to recover the missing DLL, or reinstall the application that provided it.

This seems to be a file that is part of Windows; run the System File Checker to recover the file:
