DLL error message

I am getting this dll error message on startup.
Does anyone know what it is or how to fix the issue?

What version of Windows are you using (XP Home, Vista Premium, 7 Premium, etc.)?

You might want to download and try this utility - it states it works with all versions of Windows:

If your PC is a name brand (HP, Dell, etc.) you may also have a restore partition on your HDD (it will show as a restore option in the BIOS screen when the system is first turned on). This will only work properly if you have not upgraded or changed the version of Windows since you purchased the PC.

Be careful using any restore option (be it on the hard drive or using the OEM restore disk. Some will save your data and settings, others will wipe all data and programs off the drive. If you are not sure (and especially if you have not fully backed up your data) - or if the system warns you all data will be deleted - stop and abort the process immediately.

If these steps don't help please repost. Maybe others have alternate ideas.
