dnsweb.exe file running in the background

    There is a file that is constantly running and using 80-90% of my cpu usage. It does not appear in msconfig, startup but does appear in the registry under Windows/run as *dnsweb.exe under Windows/cursor. I can see no such file when I look in Windows explorer. I have tried to delete from the registry but it keeps coming back. My computer is very slow - please help
