do I need outlook digital id certificates?

    when I try to send e-mail through ooutlook 2003 (Vista) I get a message stating that I need to get a digital id/certificate. It then directs me to a Microsoft site where these certificate providers charge. What are htese? do I need them? and do I have to pay for them?
