Does Anybody Know Where I Can Get A Pdf Processing Program Like This?

Does anybody know where I can get a pdf processing program that:

• runs on my local Win11 PC (as opposed to in the cloud, and preferably also runs on Win10 PCs)
• can export pdf files as Word (docx) documents (or at least as rtf documents)
• can merge pdf files
• is not expensive
• is sold as a one-time purchase, requiring no subscription
• doesn't connect to the internet, except *maybe* for updates (no cloud storage capability, unless it can be toggled off or permanently disabled)
• is trustworthy, reliable and not difficult to use

I looked but couldn't find any that checked all these boxes.

Thanks for any help anyone can offer.

You might need more than one program. I can recommend one free program I use to split and merge pdf files. I have it installed on one Windows 7 computer and use it pretty often.

It appears they have a larger pack that might do several things you need. I have no need of all of that.

EaseUS PDF Editor fits that criteria but it isn't available on MajorGeeks so I can't tell you anything about it, let alone if it's trustworthy, reliable and not difficult to use.
