Dots around cursor

    I have noticed that in IE, when I mouse over text, I get some weird dots, black pixels to be exact, either 1 to 4 of them that follow that appear under the cursor.

    I just installed a new Video Card and have drivers from 2 days ago on it. I was using onboard video before, and now I am using a radeon HD 4850.

    Windows vista x64
    Quad Core duo, intel 8200
    4gb ram
    750 HD
    new 500 Watt power supply as well

    What could be the problem?

    I should further specify.

    The same thing happens whenever the mouse turns from pointer to cursor, in IE or just in a windows dialog box, etc.

    Its not a mouse trails issue.

    It ONLY happens when there is highlightable text or a text feild.

    it looks like like a cursor with black and sometimes white dots under it, that change position or number when I move the mouse, but they are always under the cursor, not some trail thing or something like that.
    Is my video card bad?

    Do I need to do an RMA?
