Download a Trojan

I just don't understand how these sites can have stuff like this. I mean we have companies like Microsoft and others offering thousands of dollars for apprehending people who send these things out, but yet anyone can go and download 100's of trojan's/virus's ready made and ready to send out.

Why aren't these sites being shut down?

Obviously, I will not provide a link to this site and I have taken out the names. But here are the descriptions of just three of 100's of trojans, etc. that can be downloaded.

****** - after victim runs it, it grabs the passwords, and upon connecting, it will email you the encoded results

****** - one of the most malicous trojans out there. It can pretty much be classified as a worm, instead of a trojan. DO NOT run this on your own pc, that's a warning. Spreads itself in an emails, sends itself after each e-mail you send to anyone.

****** beta - This trojan has some bugs in it, but it's still one of the most dangerous out there. If offers some new features that are upgraded from version 1.70. New features are multiple user client chat, capture video image, and it is much more user friendly.

It just really bothers me that sites like this operate without any problem. I wish there was something that could be done.
