download partials

when i save anything from the net using the default IE popup, it fizzles out at like 200k!

i recall on prior PCs this happening on rare, rare, occasions, but on this PC (or since i DLed SP3, i can't remember), it's 99% of the time. and it's rarely at like 80% DLed or 90% DLed, usually around just 3-4%.

meanwhile, things DLing via Orbit usually crap out at the 99% point. it gets within a few k of the full file, then fails to "wrap up" somehow. and the file remains as an "OB" (partial) file. attempts to change the extension and "force" it to be done never work.

everything works great with GetRight, so i try to use that as much as possible. but what is up with the rest of these?
