Downloaded Partition Boot Manger but cant open it.

I just got a new dell with 250 gigs that i want to partition the hard drive so I downloaded G part and Partition boot manger but when i try to open them Roxie opens . I tried to open with another program but I don't know which one to use . it says it is a ISO file what is a ISO file? And what is your opinion of those programs

An iso file requires a program to burn them to a cd.

A program I use to burn .iso's is:

Then ye'll have to boot using this cd.
