Downloads Disapear

When I try to download (drivers, applications, etc ) in IE6sp1 I get the usual SAVE or RUN msg. Either way they appear to download, as the bar scale moves to, completed.

If i choose Run after downloading I get the Internet Explorer Security Warning, Run or Dont RUN. If I choose Run nothing Happens and the window disapears.

If I SAVE to a folder or Desktop (even though the check box is not set to close the window on completion) again the download disapears on completion.

I have tried this with and without virus protection running.
I have tried several Virus removal tools, Nod 32, Defender,
online scans, Panda, Trend Micro, Kaspersky, ewio without any success.

Can someone please help me to fix this?

Something that may help my savior is that after trying all of the above I found that Windows Firewall had been locked with this warning " For your security some settings are controlled by Group Policy" I then found out about changing the registry setting by deleting HKey local machine & current user\software\policies\Microsoft\windowsfirewall.
I got one successfull download after that. but was not able to repeat it again.
