downloads halted... help me please T.T

i just reformated my machine. running XP pro SP2, norton internet security 03.

at first everything was normal, as in you click a download, save as and it download until it is completed. but after i download the sound driver from MSI it started. every 1 mb + downloaded then it hanged. to finished downloading 10mb i have to press cancel and re click on the link to resume its download. and after that every other downloads are the same, 1 mb ++ then stopped (even after 6 hours, it never continued after it stopped). please help me. i've even used mozilla and its the same.

i never touched any settings yet. please help me..

 

i have exactly the same problem and found no solution at this time.
I use an external tethernet adsl modem router (peabird DSL RTM) an think the fautive could be the router.
Do you use one?
