Dual monitor positions resetting

I just got a new hp 6910p and am having some issues with using 2 monitors. I use my laptop screen as my primary monitor & a crt off to my left as a secondary. Every time I lock, restart, shut down, etc & boot back up, the positions reset. I never had issues with my old hp, and other people at work are having the same issues with this one. I called my IT department and they have no idea why it's not working. I'm running XP Pro SP2 & my video card is an ATI Mobility Radeon X2300.

I've heard of this problem with people running Vista, but can't find any support for XP. Any help would be greatly appreciated as I've spent hours trying to figure this out.
