If your converting an AVI to DVD, I'd say CUDA technology. Get a good video card that has CUDA & a CUDA enabled encoder, it really speeds up encoding. Then burn the DVD. Get a faster DVD & media, more RAM helps too.

    Where is the source file?

If the source is a non-copy protected DVD and you have two DVD drives, you can do a direct disc-to-disc transfer -- much faster than saving the source DVD to the hard drive then burning it back to the destination DVD.

Other than that, foogoo's tips are great. The only other consideration is your CPU type and speed. If you have an older/slower processor, it can be a major fly in the ointment. If you do a lot of DVD burning from the hard drive, it might be worth considering an upgrade to a quad core AMD AM3 using DDR3 memory and a 64-bit version of Windows.
