Can a DVD-RWITER copy a DVD on you HDD and then copy it on Blank Media(DVD CD)?
Or, to complete that process would you need a DVD-DRIVE, and a DVD-WRITER?

Yes, you can backup a DVD onto your hard drive and then copy it back onto a blank DVD. However, single layer DVDs only hold half the amount of information as most commercial DVDs, so you'll have to compress it to fit on one disc, or record it to a dual layer disc. (you'll also need a DVD writer capable of this, and currently, the discs cost about $12 each)
