DVD Not Working

I cannot play DVDs on my PC's DVD Drive. It plays CDs no problem. I know that it is a DVD and not just a CD player. Device Manager says its working fine. I have noticed that it is set up to play music files only and it won't let me change it. Well it will but next I check it's changed itself to play music files only. Plus its set up for DVD region 1. I'm in the UK which is in DVD region 2 and it won't let me change it to the correct region.

I wasn't too bothered because I watch DVD films on my TV but recently applied for a new job and they sent some of the application documents on a DVD, which I can't play on my PC.

I suspected that I didn't have a DVD decoder so dowmloaded and paid for a decoder from InterVideo and this hasn't solved the problem.

I have Windows XP Home Edition SP2 on my PC but not sure what other info you need to help me.

I know that I need to be se to the correct region. It says that I have four changes left. Everytime I change the region to the correct one it won't change and it keeps saying that I have four changes left.
