I am sure this is a simple question with a simple answer. I searched on the internet without coming to a conclusion, however.

Can a "DVD-ROM Drive" write to and 'burn' CDs and DVDs ?

If it's CDRW/DVD ROM, It will burn to CD but only read DVD. To burn to DVD it needs to be DVD±RW.

    DVD-ROM will only read dvds

in addition to what mdonah mentioned, dvd+rw dl or dvd-rw dl is needed to write dvd double layer. Dvd ram discs can be read by most newer dvd drives, but the drive needs to support writing to dvd-ram to write to one.
