I went to E Mail an MP4 Video File to my Sister.
The File was 101 MB in Size.

    It is 1920X180 23.97 FPS 1,039 kbps.
Audio is 299 kbps at 44. Hz Stereo.

I get a Massage that Tells me you must Share Large Files with Google Drive.

If I make this 720X480 can I just E Mail it?

Depends on the length of the video, what codec, what aspect, you could possibly get it small enough to email, but the video might be the size of a postage stamp.
    As suggested DropBox, GoogleDrive...

Most email services limit upload size to around 10MB, you are better off uploading it to Box, Dropbox, Google Drive, One Drive etc and then emailing the link to your sister
