emachine w340ua keeps restarting at loading screen. help :(

ok so my brother gave me his laptop. its a emachine w340ua. he gave it to my other brother before and it started restarting (i dunno if he dropped it or what)
anyways he was about to throw it away today but i got it off his hands. so heres the deal:

I turn the computer on and it starts at a emachine screen that shows:
boot menu (f10)
bios setup (F2)
pxe boot (F12)
showx those 3 options in right corner and then at bottom it says "click mouse or enter for menu"

ive tried pxe boot and ive tried not hitting anything. both buttons take me to windows xp logo with the loading bar at the bottom. it sits there and loads and loads and then eventually restarts and keeps doing it

its not an overheasting problem because its not hot at all.
tried starting in safe mode and several other options from the f8 menu and still same results. if i disable the restarting then it comes to a blue error screen

can anyone please help me. if researched and cant fix it and dont know much about computers in need of help bad

 

when i press enter two options come up:
lauch system setup- which just goes to the phoenixbios setup utility
continue booting- which goes to the loading scrren and restarts like usual
im going to ask my brother right now if he has any cds for it. knowing him theres know telling :/
