emachines power to motherboard

I'm working on a emachines desktop and it has no power. I've used a psu meter and it shows the there is no problem with the power supply. I've also plugged a boot tester into a pci slot and then into the printer cable plug in and got nothing. I think the motherboard is gone just as it has on 3 other emachines I have worked on. But I need confirmation that this is the problem. Question: why is it that emachine motherboard go out so often? This is the only brand I have continually had this problem with.

I think it's due to low quality parts

More then likely the motherboard is shot
