Error Code 7000 Service Control Manager

Error Code 7000 Service Control Manager

PROBLEM:
Computer Shuts down & Re-starts [No 'Your system Has recovered....Etc Messages - just
restarts.
Event log shows this as

Error Code 7000 Service Control Manager
LicCtrl Service failed to start due to the following error:
The System cannot find the file specified

The microsoft site suggested in the proprties for this error is unavailable


How can i track the service causing the error?



SYSTEM
Windows XPHome SP2 Fully Updated
2.8G 512ram 2x80gig HD

 

this is part of a licensing service that is installed with other applications. It should be removed.
