error message 0x00143a24

I hope someone can help me with this. I recently reloaded my os which is xp on my thinkpad laptop because it is an older model (T30) and was very slow. It speeded things up but now when I start the laptop I get an error message 0x00143a24 and 0x000000c7. When I googled the error code I got a lot of messages telling me to download ibmpmsvc.exe which I cannot find anywhere. I see alot of sites telling me about it and offering registry cleaners. Do I just need a registry cleaner or where do I get this driver from? What exactly is this error message about?
