Everything Completely Consumes Bandwidth Now

Ever since I reset the Hosts file back to default, I've been having trouble with my bandwidth. Basically, whenever I download anything, the download consumes, pretty-much, all of my bandwidth to the point where nothing else that requires internet will work.

Skype disconnects, I can't browse anymore, etc. Even watching YouTube videos is consuming way more bandwidth than it should, with my brother on another computer in the house experiencing some major packet-loss when I watch one YouTube video at 720p. Hell, I loaded a 33 second YouTube video at 360p and my brother still got packet loss.

Before I reset my Hosts file, we'd experience packet-loss and slow speeds only when we were downloading at very high speeds, but even then, we could still browse and use programs like Skype without disconnecting.

I had to reset my hosts file because it got corrupted and was screwing up a few things while browsing the web. Everything works again, but now I have this new problem.
