My External Hard Drive for some reason now has a Recycle Bin & System Volume Information folder in it.

Now System Restore is a good thing but is it supposed to also go onto my External Hard Drive?

If not, how can I delete the Bin/SVI folder?

If you want to delete the SVI folder, right click on My Computer, select properties, System Restore tab.

Be sure your external hdd is on and select it where you see "Available drives", click on "Settings" and check "Turn off system restore on this drive".
You should be able to delete the folder.

Unfortunately, Windows won't retain the setting and each time you turn on your external hdd, you'll have go through the same procedure.

If you delete files on the external hdd, you will have a Recycler folder on that drive. If you want to empty that folder, turn on your extenal hdd, open the Recycle Bin on your internal hdd and you should see there what you deleted from the external hdd. Click on empty recycle bin and both will be emptied.

It is totally normal for those file to be there. DO NOT DELETE THEM!!! (especially don't delete the System Volume Information!) They aren't taking up much space, so don't worry about them. They only reason you even see them is because you have enabled the viewing of hidden and system files/folders. If you click Tools > Folder Options > View > Restore Defaults they won't be visible anymore....
