Failure to boot- Video card fan dead?

My computer won't boot all of a sudden. It never died while using it.
I can see the fan wiggle on my GeForce 8800GTX when I push the power button, but it doesn't spin up. There's nothing blocking it.
Is there anything I can do, or should I RMA it?
The irony is, I sent in the form for the $30 rebate two days ago... sigh...
Is it possible this has something to do with my PSU? It's an Aspire 520watt.

Here's the full story (that I wrote before I thought to check the fans):

Two days ago I went to turn on my computer. About a second after I pushed the button, I heard a strange beep, and it shut down. I tried it again and it started right up and gave me no problems the rest of the day.

Yesterday, I went to turn it on, and it beeped again and shut down. I haven't been able to get it to boot since!

I can't tell where the beep is coming from, but I don't think it sounds like a POST beep; the pitch raises slightly at the end.
I thought it might be my UPS, but I tried plugging it in elsewhere and it still shuts down.

The beep is also inconsistent; most of the time it'll beep just once, but sometimes not at all.

A few weeks ago I swapped out my GeForce 6800GT for a GeForce 8800GTX.
Is it possible for a PSU to get cranky even when the computer isn't being taxed? I've put this computer through its paces and have never had any overheating/shutdown problems before.

All three fans in my PSU turn on, as does my Zalman 9500 CPU fan. (But the video card fan doesn't.)

    specs:
    XP Pro SP2
    Asus A8N-SLI
    Athlon X2 4200
    2 Gb DDR400
    GeForce 8800GTX
    X-Fi soundcard
    3 harddrives
    Aspire 520watt PSU

    Any ideas/suggestions? Thanks in advance!

pull out the video card, see if it will boot a bit (you will get some error beeps)

unfortunately, it sounds like when my motherboard died.

The PSU is a bit underpowered to run an 8800GTX, adding to the fact that Aspire PSUs arent the greatest. How many amps on the 12v rails? (combined) Look into at least a 600W OCZ or Antec

I tried swapping out the 8800GTX for my old 6800GT, and the problem remains.

I'm not sure how many amps my PSU puts out, but here is the spec page on newegg, and the amps:

    +3.3V@30A, +5V@32A, +12V@35A, -5V@0.3A, -12V@0.8A, +5VSB@2A

Do you think it's the PSU? How can I test it?

    Thanks again!

have you tried taking out the video card all together? it SHOULD beep at you if it starts to boot then we know its the vid card(s) Just do some basic troubleshooting, taking out all but the essentials then adding them back in until it stops working again. if it doesnt work at all then its most likely your motherboard

    Aspire PSU's are pure Junk

I'll bet the PSU went south! Cross your fingers it didnt take the MOBO with it

    Yep, it was the PSU!
I got an Antec from Staples, and it's chugging away happily.
    Thanks everyone!
