I downloaded a bunch of fallout 3 mods from fileplanet but dont know how to use the any help

Most should have a readme file that explains installation. I can't remember offhand, but I believe it is a matter of extracting them into a specified folder.

A quick search yielded this, strange looking page, but it seems useful enough:

It really depends on which type of file. .ESP's go into the data folder of your Fallout 3 installation and then get turned on from the launcher.

Some files will be Zips and usually have a readme of the steps needed to install them.
