Errrrmmm, thats a bit like, "how long is a piece of string?"

The fan should be on most of the time, download and run this software, watch to see how high your temps go, report back. 65C is a good max point to look for.

As long as you keep the laptop with a clear path for air, Eg, not putting it on a bed or something, then your temperatures will be fine, the fan will change speeds according to what you are doing and the ambient temps.

    Hi

Yes the fan should "always" be running, be it the CPU HeatSink Fan, Graphic Card Fan or Case Fans, however as Burrell has mentioned below its a case of the fans being quietish when not under any CPU load or Temperature rise to being louder under load (could be hardware components being hot due to as already mentioned blocked air vents, to ambient room temps).

Post your temps as mentioned and keep your PC on a flat surface and well ventilated as well as free from dust and fluff, then you should be ok.

But what do the fans sound like, just like air rushing around, or do they make a squeeling noise for a while or longer, then settle down or keep constant, as nice like a jet squueling can signify a failing fan.

Sometimes (If set by Manufacture) the fan will go off until the CPU reaches around 40C. My MSI 785GTM-E45 MOBO has an option for it in the BIOS

    Sorry, try this http://www.almico.com/speedfan440.exe

Don't worry about the BIOS for now.

Just report back the temps and we'll see whats next, if anything.

    Hi

If you still have problems getting the download then try the two below as I know at times some websites are not easy to navigate

SpeedFan from the Majorgeeks server HERE (just click one of the download locations listed on the page like the screenshot below, and click the Download@MajorGeeks bold text)

    http://img697.imageshack.us/img697/7517/36243927.jpg

    Uploaded with ImageShack.us

    or

HWmonitor from the Majorgeeks server HERE (same as above just click one of the download locations)

Is your room where the PC is in warm? did you check the air vents for any fluff or dust and made sure that the laptop is on a flat surface?

Laptop fans can be a bit noiser than there PC desktop counterparts as all the components that heat up are in a smaller area with no space for alot of air to circulate, so this maybe normal,

When you run either of the temp apps also please post the speed (RPM) of the CPU fan if its listed.

    Hi

When you run it you are basically looking for the min and max (more the max) temp of the components listed, best way is to likely attach a screenshot of the window from Speedfan so we can see, similar to the below

    http://img99.imageshack.us/img99/8941/32005324.jpg

To do this and capture a screenshot follow this HERE and to attach follow this HERE, you may need to crop the image so its like mine and the likes of Microsoft Paint can do this for you.
