File Access

I was trying to install a program when an error came up saying unable to access folder C:\documentsandsettings\allusers\documents. I then went to my computer located the file and tried to click it when i did a message came up.

The pop up window said:
Start Menu was the title of the window that poped up. It said access denied with a red button with a white x through it. How can i gain access or figure out whats blocking it. THanks

 

That would be a system administrator only file (ie : you must be logged on as admin--) This is to prevent infected or ?? files from being written to the system w/o the admin approving of its use

Well the account I am on is an administrator account. I only run 1 account on my computer so thats not it. I also had already tried safe mode and even in safe mode the file is still blocked. I think it has to be a spyware of some sort or a registry thing but I leave that stuff up to you guys because i have no idea. I scanned the folders with norton and ran pestpatrol and adaware nothing helped. Any further help would be apprecieated.
