The file is JET631D.tmp, and can't be deleted. Every other file in that folder can be deleted. What is this?

Possibles are, temp logs from your Firewall, Antivirus or other app,

Get yourself MoveonBoot http://www.gibinsoft.net/gipoutils/bin/moveonb.exe and delete the file using that, then once re-booted check your temp location again and I wouldnt be suprised if a similar file is back their maybe with different name, I have one which is for Zone Alarm.

Just a w.a.g.: do you have JetAudio installed? I used it quite some time ago and IIRC, it's a playlist temp file from that.
