File Names Too Long

Hi, running Windows 10 with all current updates.
I have a folder on an external HD that I want to delete, its an old back up file. Properties now say its a zero byte file that contains 48 folders. Many of the files names in subfolders several layers deep look like this:

4-http∺∯∯wscont2.apps.microsoft.com∯winstore∯1x∯9c2dde74-542a-495e-a971-53bc0fed23fc∯AppTile.1.243908.1.png

I am unable to rename these files and cannot delete them, getting an error message that says the files names are too long to send to the recycle bin

How can I get rid of this folder and remnant files?

 

I'm running Windows 7 but hopefully the Recycle Bin is the same.
Right-click the Recycle Bin, click Properties, and then select 'Don't move files to the Recycle Bin. Remove files immediately when deleted.' Click Apply & OK.
Now try deleting the stubborn folder/file.

Remember to restore the Recycle Bin's Properties.

 

Run CMD as admin. use command line: https://www.windows-commandline.com/delete-directory-from-command-line/

 

Changing properties of the recycle bin did not work.

So with the command line, I enter this:
O:>rmdir xyz
where O is the external HD and xyz is the folder name I want to remove
