file wont delete

i need a program to delete this

its the ultimate boot cd or something to that effect
anyways i was downloading it and halfway thru it quit downloading
im not worried about that (been having some cable problems in the area (they're working on it......... ....going on 2 weeks now(i hate charter)))
but now when i try to delete it, it says that it is being used by some other program.... ......
i had a good force delete program on my other computer but the hard drive craped out and i dont remember what it was called...any help or suggestions?

Options to delete this errant file are,

1. Pocket Killbox
2. MoveOnBoot this one, once you dragNdrop the file or browse for its location, deletes the file on reboot, so any applications that have locked the file are not running so cannot lock it before deletion.. my fav!
3. Unlocker

Shouldn't you be able to boot to safe mode and delete it? Since it is probably blocked by some soft of service?

Yep works in most cases apart from the stubborn ones, in which the set of apps I listed will help with.
