Finally can boot in SAFE MODE; can't go further.

I have had a problem with my computer for over 2 weeks; I thought it could be a problem with the OS.
Now, I've worked on this computer for almost 5 days straight and I can not get any further. I can run in SAFE MODE but the last time I tried a regular boot it looked like it was going to boot the screen turned black.
A week or so ago I ran MalwareBytes and it got rid of somethings and the other day a 15 hour run of Kaspersky Scanner removed some trojans. I ran the scanner again and it did not show any infection.
I went to follow the guide to do the steps posted in order and I cant: when I go to install software it installs but when I click on it to run, I get an error message that THE SYSTEM ADMINISTRATOR HAS SET POLICIES TO PREVENT THIS INSTALLATION. I'm running from the Administrator account.

I probably should mention that I am running XP Service Pack 3 Media Edition. It seems as I am losing drivers too unless that is just part of a Safe Mode boot.

I did notice that I didn't seem to have Super Anti-Spyware on my computer so I downloaded it and trying to use it proceeded the crash both times. It took some time to be able to get to Safe Mode.

I am exhaused and tormented; this is the first one I've had I couldn't figure out - or even come close to!

    Thank you for your time.
    cs.

By chance was it an all black screen with the mouse cursor/pointer visible?

This is possibly due to the malware on your system. Often times, malware will create a temporary profile on your PC with limited user account privileges.

If you go into command prompt (Start > Run > cmd) and type in: net user
    What is listed?

Do ComboFix and MGtools also refuse to run from Safe Mode?
What happens if you reboot your PC into Safe Mode and immediately try to run ComboFix?

I am sorry for the time delay; I lost my internet connection completely and took an entire 24 hours off . . . irresponsible of me, I know. However, I've been back at it - I did boot the computer the regular way a couple of times but mostly I have been in SAFE MODE.
    1. Last boot - screen turned black - no cursor showed up at all.
    2. Administrator problems - now that I'm booting regularly for the minute, the computer seems to know who's who. I had to tell Outlook 2003 also. Ugggh.
I have removed a lot of deviants from the computer including one that is in a restore file and I do not know if I should delete it.
I THINK I ACCIDENTALLY found my major problem but please - you tell me!
Startnow.com which reportedly causes all sort of evilness. I've tried to follow instructions to remove it and both different sets of instructions call for the download of PC Tools also known as Spyware Doctor. Download is fine; install fails each time. Pieces and parts of that program (and Super Anti-Spyware) are still hanging around.
I have put so many hours into this and it is embarassing; I start school next Monday at age 51 and my computer not being solid is one of the last things I need. Nervous enough. I am running at a regular boot now with minimal faith but I can scan and print.
QUESTION: Is that what you'd like me to do or has my information changed anything you are thinking?
I always appreciate the assistance I receive here and I make sure I Google myself to death first - and now where do we go from here?
    Many thanks!

Are you still having problems? If you can boot into normal mode now, can you proceed with the directions here: READ & RUN ME FIRST. Malware Removal Guide

After you're done, then attach all the logs requested from there so we can make sure you are malware-free.
