Hi, I'm on a school network so I'm dealing with a very annoying firewall. It's blocking a ton of programs I would really like to make use of, but most consernedly I would really like to be able to use the program Skype to talk to my friends at home. Is there anyway to set-up Skype so I can get through? (I'm on an iBook G4, running Mac OS X, if that helps.)

You have to let the firewall allow those programs to work, Its not skype itself.

The only way for skype too work is for you too somehow get to the admin computer and configure the firewall too allow it.

Ask the network admins if they can make an exception for Skype and other VOIP apps. You could try getting around them yourself, but when the network admins find out, they will deny you all internet access, leaving you worse off than before.
