firewall problems

i am using windows live messenger 8.0 and i keep getting the error code 80048412 windows cannot sign me in because of a firewall problem and this has me baffled because i reformatted the computer just today and it still does it it also wont let me put my other two hd's in (probebly an unrelated problem tho)...the thing that really screws me up is i have the windows firewall turnt off and no other firewall installed....any help would be greatly appreciated
