Flash in front of html/another flash

Hello.
I need help with flash.
First of all, I am making a website which has a flash menubar.
On the index page, there is also a flash intro which will be right below the menubar.
However, when I embed them, the intro comes in front, so
the menubar doesn't work properly. (it gets cut off)
How do I fix this?

Also, I am going to make other pages with the menubar and regular html.
How do I make the menubar come in front of the html stuff so it doesn't get cut off?
