I have tried and TRIED to configure my Flash Player to DENY storage - but now it seems like nothing will work unless you ALLOW - I don't WANT to allow!!!

    Any suggestions?

You went to the settings and clicked Block all Sites ?? Did you get a warning about blocking sites will affect some sites ??

Flash plugins are through your browsers. You select what you want the browser to do.
I have FF configured to remove everything when I close the browser. As a result, when I go to YouTube I get a windows that asks if flash can store 10kb. I allow and don't get prompted until I close the browser when it is wiped.

I blocked all sites - and yes, it warned me....but I still have the ability to play the games I want at Shockwave (the worst site requesting storage, by the way).
