Forced Performance, Global Windows

this is for Windows 8.1 & 10, in desktop and Laptop respectively.

consider a fresh install in blank drive from the mediaDVD or online free upgrade, (no WindowsPE used in both cases),
any video or sound application (games, players), offline and online, they render normal playspeed 1.0 as 1.22, the effect is apparent also in the whole Windows User Interface: opening and closing windows, task bar etc.

I see that such problems are normally understood in terms of memory, not playspeed.

Is it some some incompatibility that causes this?
(different drivers were tested as well a driver specific app but there was no result.)

[this is for i6 processor in MS-7895 motherboard and 4GB memory. and for presario Laptop with Win7 previously]

all other functions, updating, maintenance etc. appear to work properly.

well, at least is it easy to exclude relevance of the GPU Engine Frequency to the resolution numbering unit?

for example, is the GPU Engine frequency 758Mhz relevant to 1440Mhz of the display-native-resolution and relevant to the nominal Normal Playspeed 1.0 of media players and games?[1.000 or 1.0xx or 0.9xx]]

then, can it be the overclocking of the GPU Engine Frequency an option to rectify performance 1.22 to the intended 1.0?
And that would mean the i6processor to have its GPU Engine Frequency at about 1096MHz or 900?

The manual does not instruct so.
So what may be responsible for such a misrendering? is it solely on the drivers?
