Foreign writing when looking at network connection

Ok, here is one for ya'll...When I go into my network places, or when downloading and I am asked to run, save or cancel, the box that comes up looks like it is written in a foreign language like arabic or something close to that. Anyone have an idea why, what, or what I can do to change it back to english? It is only in this area, the rest of the computer is in english.
