   All my network items in Control Panel look to be in a foreign language (as shown in attachment).
   Can someone tell me what dlls make up these items so I can replace them?

   UPDATE:
   
   I determined that the foreign language starts with the wscui.cpl and affects all components under it, if that can help anyone determine which invalid files I have.
