Format H/D Help WinXP

Good Day M'Geeks. I'm trying to reformat a h/d which is the system disk for this winXP PC. The CD ROM is inoperable. W/ win98 I could use a floppy startup disk and format the h/d from there. Can I do this with a WinXP startup floppy? I'd be extremely grateful if someone could show me the "light". CD player intermittently works/doesn't work so I'm forced to floppy and will reload o/s using external cd rom. Tried to fomat h/d using CD ROM, but system not allowing. System states some files on Partition are necessary for installation of o/s. PLEASE HELP.
