When I open a new port do I need to restart the computer, or the program which I opened the ports for, Or will it automatically adjust itself?

instead of waiting here for an answer why not just restart your computer? :) :)

The actual computer's ports are always Open.

It is the Firewall application that blocks the traffic to the ports, thus we call it Port Closing.

So Open or Close ports should not lead to Rebooting.
