Fullscreen Issues

So i tend to have a lot of games and programs that run on fullscreen on my computer. However some of these programs get glitched if they are abruptly taken out of full screen. Skyrim among others are especially sensitive to this.

I need some means to make it so that programs like cmd.exe, and other stuff that can't be removed from my computer are prevented from interupting programs that are currently running in full screen.

If there is some way to prevent windows from automatically minimizing programs running in full screen whenever another program starts running, either due to it's schedule or because of other reasons it would be appreciated.

After all there are several games that run full screen that start having problems whenever I try resuming them after windows decides to minimize them for something it probably didn't need my input on anyways, and wasn't urgent in any way.

These minor annoyances need to stop.
