Getting MSN Mail on Outlook

This is so screwy. My computer crashed, long story, and I had to reload everything. So, I had Outlook picking up my MSN personal mail as well as my work email. And it worked fine.

This time, I set everything up exactly the same, and it was working until a couple days ago. Now I have the following issues:
1. mail comes into Outlook very late (a day in several cases) or not at all.
2. Outlook will not send from either account

I have checked the settings for the accounts and they are correct. I even went back to MSN and followed the steps for setting up outlook to get MSN Pop3.

I have OUtlook 2007 - and I don't see instructions that tell you to add OUtlook Connector (used with 2003). I didn't have it last week, but maybe that's the problem? Except it wouldn't solve the work emaiil problem.
