really any language can be used for malicious coding one way or another...

 

Malicious yes, but to be a true virus you have to be able to infect files otherwise its just a mean program

a good place to learn would be about.com and then go to programming, and then click on c++. They way I learned though was by studying the C++ for Dummies book for almost 2 years (i used to not understand it and then one day I was bored and found out it wasn't that hard. Also i constantly noticed that companies were into c++, not basic, so that and the thought of making my own neat little programs kept me going).
