System: Windows 10 Home, version 21H1
    Browser: Firefox, version 91.0

I use Firefox in incognito mode & have it configured to not remember history. When I exit firefox, I use CCleaner and BleachBit to clean up (cookies, etc). I have found that the next time I use Firefox and access Google Maps, Google remembers the last city in which I searched. By what mechanism does Google Maps store this information, & why does not CCleaner & BleachBit clean / delete this information?

You are signed in to your Google account when using Maps or any Google app. Google have long been known to hoard your personal data, one of the reasons they are so rich!

I just started Maps and it pops this up -

Google uses cookies and data to:
    • Deliver and maintain services, like tracking outages and protecting against spam, fraud, and abuse
    • Measure audience engagement and site statistics to understand how our services are used
If you agree, we’ll also use cookies and data to:
    • Improve the quality of our services and develop new ones
    • Deliver and measure the effectiveness of ads
    • Show personalized content, depending on your settings
    • Show personalized or generic ads, depending on your settings, on Google and across the web
so it appears you can turn this feature off in Settings.

Basically they farm this info using cookies (software placed on your system to gather data).
These cookies return the gathered data to google's servers. (ET phones home)
CCleaner/Bleach will delete the actual cookie from your device, but the data has already been collected and stored on the remote server.
The next time you visit that page, a new cookie shall be deposited and the cycle continue's.
    ;)
