Grand Theft Auto SA Problem

OK! I am sick of trying to figure this out. Ive looked all around for answers to this question, but hopefully you guys will have a answer.

When ever I try to start the game a error pops up saying " Grand Theft Auto SA requires DirectX version 9.0 or later " Yes, i have DirectX version 9.0c. I reinstalled it and still the error pops up.it played before I added a Car mod to the game which i don't know what is was called but, after i added it, the error occurred. Then after reading around a bit, i realized that i had the second edition, and mods couldn't be put on it or something like that, so a downgraded to version 1..... no luck. i re-installed the game 2 times and it didn't work. So please help me, all i want is it to work, with mods heh Maybe others might need the info too!
