Graphics issues

I have an ATI Radeon X600, not overclocked, nothing, that Vista doesn't like. I have three symptoms, one is http://img254.imageshack.us/img254/2936/wtfct6.jpg - anytime I use the chess game I see something like that afterwards - I can't even run microsoft's own game, Flight Simulator X, unless I unplug my secondary monitor - the display blinks angrily near the end of loading - and Elite Force 2 won't work unless it's in windowed mode. Now, Civ IV works in fullscreen, so...
I havn't a clue how to report this to microsoft, and I doubt it'd help me anyway, is there a test for my video card I can try? Note, I do have the latest drivers and updates.
