    Does the c:\windows\system32\gpedit.msc file exist?
There should also be a c:\windows\system32\gpedit.dll file?

If not, search your PC for gpedit.msc (and gpedit.dll if necessary) to find another copy. You may have one in an i386 folder. Otherwise copy it back from your Win XP CD.
