Group Policy MMC snapin is empty

My Win2k SP3 is acting a little weird, when starting gpedit.msc or secpol.msc then the mmc starts up but there are no settings to configure.

Tried the following:

Unregister and register the gpedit.dll
Checked that %SystemRoot%\System32\Wbem; is part of the path enviroment variable
Tried to start an empty MMC and select the snapins manually same result.
Tried to login with a different Administrator account same result.
Tried to restart Win2k and afterewards started gpedit.msc and secpol.msc same result. (Checked the Event -log and there is nothing in Application and System log)

Any ideas are wellcome
