Hard drive/power supply problem

    A mates hard drive was playing up and asked me for help. I ran Sea tools on the drive and was able to get it going so he could back up the data. He then bought a new hard drive. This would seem to be easy enough :rolleyes:

    The Pc will boot into Bios so I set the CD as boot pirioty, restart PC and it starts loading files and then just stops, nothing happening. Waited a 1hr to see if anything would happen, nothing. Replaced Ram with some of mine that I know is working, still no go, replaced the old hard drive to see if it would boot no go. Tried booting from Sea tools, same thing happens starts to load then stops.

    The only thing I haven't done is remove and clean the cpu.

    Im thinking it's a power supply problem?

    System specs are Intel core 2 6400, 2.13Ghz, 2 gig Ram Windows 7

    In Bios
    VCore voltage 1.344V
    3.3v voltage 3.244V
    5V voltage 5.043V
    12V voltage 11.985V

    CPU temp 45c
    MB temp 35c
    I don't have any idea what these mean but thought they might be useful

    Any help will be greatly appreciated.

    Will it boot the Windows CD or Seagate CD with no HD attached?

    SATA or IDE hard drive? SATA or IDE CD\DVD drive? Is new HD seen correctly in the BIOS? If the new HD is an IDE interface model are the jumpers set correctly? When you say "loading files" is this from a Windows CD\DVD?
