My laptop has been randomly freezing and it sometime freezes multiple times a day.
I ran all the dell diagnostic tests, but it did not find anything.
The computer does not give any errors. It just hardlocks and I have to force restart it for it to be used again.
I've notice a couple times that it froze while trying to shut down/reboot. So I'm not sure if it's related.

Run Dell Command Update (updates from Dell)
Grab bluescreenview see if it is catching anything.
Then I'd grab OpenHardwareMonitor start monitoring temps and log, then you can look at those numbers next time you hard reboot.
Run, then open interface, Options> logging Interval (5mins for starters) , then click log sensors and wait for the freeze.

Looks like there are some crash logs from the past 2 weeks.

A quick googling - "The DRIVER_POWER_STATE_FAILURE (0x0000009f) bug check indicates a driver is in an invalid power state, often failing to transition correctly during sleep, hibernate, or shutdown. It is commonly caused by outdated or faulty drivers—especially display, Wi-Fi, or chipset drivers—or improper BIOS setting"
Since it is a laptop hibernate would go to the top for me.
BTW, what OS are we looking at?

I moved the ssd to a new laptop and it froze on that one, so I think the issue might be the hard drive. I also used a windows installer previously to reinstall windows(while keeping all the data) but that did not seem to help with the problem.

Run diagnostics on the drive? Look for a tool from the manufacture. But it still just could be Windows, have you tried messing with the power settings? Disable sleep / hibernation - have it set to always on when plugged in, sleep never...stuff like that.

The hard drive is a WD ssd, but the WD utilities program says it can't find any compatible drives.
